Project Development Officer (Jordanian Residents or Nationals Only)

The Center for Victims of Torture is hiring a project development officer who will oversee ongoing development and planning for a Middle East regional project that provides training and technical assistance to civil society organizations, with an emphasis on safe and effective operations. The manager will support to project start-up and development, provide day-to-day monitoring and management of project implementation, plan and coordinate activities, develop partnerships and manage partner communications, collaborate with project staff, and contribute to reporting.

Organization: CVT is an international nonprofit dedicated to providing trauma healing services to survivors of war and other violations. CVT works toward a future in which these violations cease to exist and victims have hope for a new life. We are headquartered in Minnesota, USA with offices in Africa and the Middle East. We work locally, nationally and internationally through programs that provide trauma rehabilitation, conduct technical assistance and capacity building to human rights activists, civil society organizations, and local service providers around the world who can prevent and treat gross human rights abuses, and advocate for human rights and an end to gross human rights violations. CVT’s operations in the MENA region continue to grow and respond to dynamic needs across borders. CVT’s Regional Office registered under the name The Center for Victims of Trauma supports new and innovative programming; it offers a stimulating, rewarding, and collaborative work environment.

Responsibilities:

  • Project Development and Implementation: Support the development of the project’s annual work plan and evaluate success of project activities. Manage day-to-day planning and implementation for project activities, adjusting as needed to suit ongoing developments and conditions. Effectively plan and respond to the fluid dynamics impacting the project and its participants. Contribute to innovative solutions for project delivery, including the creative use of remote technology to reach participants in difficult operating environments or those impacted by public health restrictions. Working with monitoring and evaluation team members and technical staff, regularly review and coordinate all project tasks and activities to ensure timely progress against objectives and indicators. Collaborate closely with CVT team members in Jordan and at Headquarters in St. Paul, Minnesota. Prepare timely, high quality reports on project activities and progress toward objectives that are consistent with donor standards and requirements. Participate in team meetings.
  • Partnership Coordination: Contribute to the selection of project partners that will benefit from the technical assistance provided. Once selected, develop and manage relationships with project partners, including through regular check-ins, consultations, and feedback sessions. Co-create project milestones and capacity-building plans with each partner. Monitor progress on milestones and review incoming requests for modifications, additions, or assistance. Provide regular mentorship to partners on project guidelines and technical requirements to ensure compliance with donor regulations. Coordinate with project and program staff from complementary initiatives in the region to ensure open communication and avoid duplication.
  • Virtual Collaboration: Working closely with technical staff, partners, and consultants, contribute to the design and development of productive online collaboration tools, including the creation of a virtual collaborative space. Maintain and adapt this space to meet ongoing partner needs, including through review and updating of content and resources.
  • Consultant Management: Following appropriate procurement and selection guidelines, help identify appropriate technical consultants for project implementation, including training for partners, IT support, and/or development of materials. Manage relationships with selected consultants to coordinate workflow, resources, and priorities and to deliver appropriate and timely services to project team and/or partners.
  • Other Duties: Participate in other program and organization-wide activities, meetings and trainings. Complete administrative responsibilities. Perform other duties as assigned.

Qualifications:

Required education, experience, certificates, licenses or registrations

  • Bachelor’s degree or equivalent experience in a relevant field, including but not limited to business administration, psychology, law, and information management.
  • 3 years of management and program development experience with civil society organizations
  • Experience living and working in the Middle East required

Preferred education, experience, certificates, licenses or registrations

  • Master’s degree or equivalent experience in a relevant field
  • Project Management Professional (PMP) certification a plus
  • 5 years of management and program development experience with civil society organizations

Competencies (Knowledge, Skills and Abilities)

  • Excellent written, verbal and interpersonal communications skills
  • Written and spoken fluency in English and Arabic is required; French language skills a plus
  • Demonstrated ability to assess and create viable project frameworks in fluid, dangerous, or rapidly evolving contexts
  • Demonstrated ability to plan strategically, problem-solve creatively and mitigate risks effectively to ensure successful project implementation.
  • Experience with financial and grants management, including proposal development, budget management, and reporting
  • Experience remotely developing relationships with team members and partners, including sensitively building trust with marginalized communities and developing highly engaged networks
  • Demonstrated success in civil society training and/or capacity building
  • Understanding of trauma-informed and/or psychosocial approaches to individual and organizational well-being
  • Interest in and commitment to human rights
  • Commitment to the ethical and sensitive implementation of project activities, including a commitment to confidentiality, quality service provision, and the prevention of sexual exploitation, abuse, and harassment (including online)
  • Ability to travel internationally to locations that may be remote and lacking in amenities, up to 15% of time

Work Environment:

  • Work week is Sunday through Thursday
  • Under normal conditions, work will be completed in a typical office environment
  • Remote working from home when necessary due to public health conditions
  • Time spent on the computer is approximately 85%
  • Travel throughout the region, public health and safety/security conditions permitting
