Organization: The Center for Victims of Torture (CVT) provides rehabilitative support to survivors of torture and works for the prevention of torture worldwide. We work locally, nationally and internationally through programs that provide treatment services, training, research and advocacy that heal survivors and end the practice of torture.

NOTE: This position is offered ONLY to candidates living in Tunisia

Location: Based in Tunisia

Initiative Summary: The MENA Initiative is a component of the New Tactics in Human Rights Program at the Center for Victims of Torture (CVT), providing capacity building training and online networking to the broad human rights community to share experiences and exchange resources and tactical ideas to advance human rights around the world.

SUMMARY

The Consultant will be responsible for the monitoring and evaluation of the New Tactics in Human Rights MENA Initiative’s work in Tunisia.

Reports to: New Tactics MENA Initiative Manager

Internal contacts: New Tactics Staff in Jordan, New Tactics Field Officer in Tunisia, and New Tactics Staff at Headquarters

External contacts: New Tactics Program Partners and Trainers, New Tactics Trainers, New Tactics beneficiaries.

QUALIFICATIONS

  • 3-5 years of experience in monitoring and evaluation, including designing and implementing monitoring and evaluation systems in the NGO sector (preferred with an emphasis in Human Rights and/or Training and capacity building projects).

  • Fluency in English and Arabic (written and spoken).

  • Excellent interpersonal skills and excellent communication skills (written and verbal).

  • Interest in or commitment to international human rights.

PROJECT MONITORING AND EVALUATION DETAILS

The project monitoring and evaluation plan includes: 1) learning assessments to assess knowledge gains throughout the program; 2) online surveys to gather feedback from training participants after core program activities; and 3) two in-depth case studies to study how tools, knowledge, and skills gained through the New Tactics program are integrated into organizations and their campaigns.

Learning Assessments

At the start and end of each of project activities, New Tactics will administer a knowledge assessment tailored to the content of that event.

Qualitative feedback surveys

New Tactics will e-mail an online survey to participants periodically. Since there is a typically low response rate to online surveys, New Tactics will emphasize quality and depth of information over quantity of respondents. Accordingly, this survey will include qualitative open-ended questions addressing: most significant learnings and why; use of tactics in everyday practice; impact of those tactics on their programs and organization; and an opportunity to give general feedback. These data will be reviewed promptly and integrated into reporting and program planning.

Case Studies

In order to assess how tools, learnings, and skills from the program are integrated into organizational systems, processes, and campaigns, New Tactics will develop at least two in-depth case studies with select partners. The points below outline the steps and data collection processes to develop these case studies. This will result in detailed and robust narratives about the practical implementation of the New Tactics program; implementation challenges, and the impact of the intervention on organizations and campaigns. This data will be used to show impact and to improve future programming.

Partner background and selection for case studies

  • At the start of the program, after participant selection, New Tactics will develop in-depth descriptions of participants and their organizations.
  • Based on these detailed descriptions, the New Tactics team will select at least two participants to profile. These selections will be based on criteria for high likelihood of meaningful utilization of New Tactics tools (these criteria will be based on extensive previous experience in this area).

Case study data collection

  • New Tactics lead trainers and the field officer will conduct in-person, semi-structured interviews with selected participants at the end of each core program intervention. These will address: most significant learnings, anticipated use of learnings, current use of learnings at their organization, and general feedback.
  • The M&E consultant will conduct semi-structured Skype interviews throughout the program. These will address the specific ways that partners have utilized the tools, knowledge, and skills from the program in their organizations and their perceived impact. The interviews will also address challenges to utilizing program learnings.
  • The lead trainers and field officer will collect field notes at selected sites through a semi-structured guide during on-the-job method application and mentoring in the field. These notes will address successes, challenges, and observations about training on and implementing program components.

RESPONSIBILITIES & DUTIES

  1. Measure Translation and Implementation: Responsible for translating monitoring and evaluation measures, implementing the measures, and develop a system to track implementation.

  2. Data Collection, Analysis and Reporting: Responsible for collecting and analyzing data and summarizing evaluation findings for internal and external audiences. All summaries and reports submitted must include data entry sheets showing how results were tabulated.

  3. Data Management: Provide recommendations and guidelines for data management to insure consistent information collection with confidentiality and ethical practices observed.

WORK ENVIRONMENT

  • Available for pre-arranged virtual meetings with CVT New Tactics Jordan Office during the contract period.
  • Available for pre-arranged meetings with CVT New Tactics Field Officer in Tunisia during the contract period
  • Travel: Ability to travel throughout Tunisia during the contract period.
